Andorra had no formal banking system and no central bank in 1936 — this note was issued by the General Council, the country's co-sovereign parliament, out of sheer practical necessity as the Spanish Civil War disrupted the flow of Spanish pesetas across the border. The denomination is spelled "Pessetes" in Catalan, the administrative language of the Valleys, reflecting Andorra's political distance from Madrid despite its monetary dependence on Spanish currency.
P#4 is among the earliest paper money ever issued by Andorran authority. The series was short-lived; normal peseta circulation resumed and these notes were withdrawn quickly, which accounts for their genuine scarcity today — not a matter of collector upgrading but of low original print runs and high redemption rates.
