The 10 Pesos Uruguayos series issued under Pick 81 came out as Uruguay was still rebuilding credibility after the brutal financial turbulence of the 1980s debt crisis, which had forced a currency reform and the introduction of the "Peso Uruguayo" denomination structure in 1993. Thomas De La Rue's involvement was typical for Banco Central issues of this period — Uruguay consistently contracted London printers rather than developing domestic security printing capacity.

Watermark-only security on a late-1990s issue is notably sparse by contemporary standards, as intaglio and security threads were already standard on higher denominations in the same series.
