The Philippine Islands silver certificates were payable in silver pesos held in the Insular Treasury — a monetary arrangement that mirrored the U.S. silver certificate system but operated under American colonial administration. The eagle seal used on this series identifies it as the earlier type; later issues switched to a treasury seal design, which collectors use to distinguish the runs within Pick 36.

Four signature combinations exist across the series, spanning the tenures of Governors-General Forbes and Harrison. The Harrison-Fitzsimmons pairing is the scarcest of the four.
