This piece belongs to the long-running Mexican estados series, in which the Casa de Moneda issued a silver proof coin for each of the country's 31 states plus the Federal District — one state per year from 2004 onward. Guerrero's selection for the 2005 issue was part of that fixed rotation, not a special commemoration.
Guerrero itself was named for Vicente Guerrero, executed by firing squad in 1831 after a political rival engineered his capture by bribing a Genoese ship captain named Francisco Picaluga.
