Apayao was among the most isolated sub-provinces in the Cordillera region of northern Luzon, and its emergency currency reflects exactly that — a local government functioning largely cut off from Japanese-occupied Manila, issuing its own scrip under the Commonwealth's emergency authorization framework that had been set in motion before Bataan fell. The guerrilla-administered areas of the Mountain Province and its sub-provinces continued operating quasi-civilian governments throughout the occupation, printing their own notes as a deliberate assertion of civil continuity against the Japanese-sponsored Philippine Executive Commission.
Apayao scrip from 1943 is among the rarer provincial issues; the sub-province had a small population and limited printing resources, meaning original runs were modest. Paper quality and ink were whatever could be sourced locally.
