Argentina's provinces began issuing their own quasi-currencies — known as "lecops" or, more broadly, bonos de cancelación de deudas — in 2001 as the federal government's convertibility regime collapsed and provincial treasuries ran dry. Córdoba's series was among the earlier provincial emissions, used to pay state employees and suppliers who had little choice but to accept them. Acceptance by private retailers was uneven and often grudging.
The PS# designation without a catalog number reflects how poorly documented many of these emergency provincial notes remain — the literature still hasn't caught up with the sheer volume of 2001–2002 emissions.
