Argentina's provinces regained the right to issue quasi-money during the fiscal crises of the 1980s and 1990s, when federal transfers dried up and provincial governments could no longer meet payroll. Córdoba's emission under this series was part of that broader collapse of monetary discipline at the subnational level — these notes circulated alongside federal pesos, accepted under duress by merchants and public employees who had little choice.
Provincial paper from this period is frequently found in poor condition; it circulated hard in a cash-starved economy. The PS prefix in the Pick system denotes provincial and state issues, a separate cataloguing stream from the main Argentine sequence.
