The Philippine National Bank's Iloilo branch issued this emergency note under Japanese occupation, when the guerrilla-controlled provinces of the Visayas were cut off from Manila and forced to improvise their own currency infrastructure. Provincial fiscal, auditor, and branch manager signing together reflects the makeshift committee authority that replaced normal banking hierarchy in occupied territory — three signatures because no single office retained full institutional legitimacy.
Simser is a notably non-Filipino surname for an acting provincial fiscal in 1944 Iloilo, suggesting the wartime administrative scramble threw up some unusual appointments.
