Provincial fiscal, auditor, and branch manager signing together reflects the makeshift committee authority that replaced normal banking hierarchy in occupied territory — three signatures because no single office retained full institutional legitimacy.
Simser is a notably non-Filipino surname for an acting provincial fiscal in 1944 Iloilo, suggesting the wartime administrative scramble threw up some unusual appointments.
