Negros Occidental was one of several Philippine provinces that organized its own emergency currency after the Japanese occupation cut off the supply of Commonwealth pesos in late 1941 and early 1942. The Provincial Currency Committee issues were locally authorized, locally printed, and backed by whatever provincial treasury assets could be marshaled — a fragile but functional solution to an immediate economic collapse.

The Nalco Press print run of over twelve million notes for this denomination alone suggests aggressive issue relative to the island's population, which inevitably drove down purchasing power. Guerrilla-backed provincial currencies on Negros faced constant pressure from Japanese military scrip, and much of this series was eventually declared void or burned rather than redeemed.
