The Estado Soberano de Cundinamarca was one of nine sovereign states under Colombia's 1863 Rionegro Constitution, a radically federalist arrangement that gave each state the authority to issue its own paper currency. By 1884 that system was visibly failing — the political tensions that would produce the 1885–86 War of a Thousand Days' predecessor conflicts were already building, and centralist forces under Núñez were pressing to dismantle the federation entirely. This note was issued in the final years before the 1886 Constitution abolished the sovereign states altogether.

Lithographed locally by D. Paredes in Bogotá rather than contracted to a European security printer — an unusual choice that reflects either fiscal constraint or logistical pragmatism at a moment of political instability.
