The Austro-Hungarian military administration in Montenegro introduced this note following the occupation of January 1916, when the Montenegrin army's collapse left the country under direct K.u.K. control. The dual valuation — Perper alongside the Kronen equivalency — was a deliberate policy instrument, not a courtesy: it forced the local Perper-denominated economy into alignment with imperial currency while technically preserving Montenegrin monetary forms.
Printing in Cetinje rather than Vienna is notable. The occupying administration used local facilities, which accounts for the comparatively crude production quality observed across the M151 series.
