Surrounding the central motif, twelve small five-pointed stars are arranged in a ring along the inner edge of the silver outer ring, referencing the European Union. The legend 'EU' appears at upper left and '1995' at upper right of the silver ring, with 'SUOMI FINLAND' inscribed along the lower arc.
