The Reichskassenschein series occupied an odd institutional niche — these were treasury certificates issued directly by the Imperial Debt Administration rather than the Reichsbank, a distinction that mattered legally even if the public rarely cared. By 1906 the small-denomination Kassenschein had been circulating in various forms since the 1870s, functioning as fractional paper in a monetary system still anchored to gold coinage.

Paul Thumann was principally known as a Romantic painter and illustrator, an unusual choice for currency design. Hans Meyer's engraving work for the Reichsdruckerei was prolific across this period. The corrugated hemp paper substrate was a deliberate anti-counterfeiting measure — its distinctive texture immediately detectable by touch.
