Turkmenistan's 2011 gold issues were produced during the presidency of Gurbanguly Berdimuhamedov, who commissioned a wave of commemorative coinage tied to national monuments he personally oversaw constructing. The Monument of the Constitution in Ashgabat — a towering structure completed in 2011 — was built to mark the 20th anniversary of Turkmen independence and the adoption of the country's revised constitution, itself amended that same year to extend presidential term limits.
The .916 fineness places this squarely in the 22-karat crown gold tradition, an unusual choice for a post-Soviet state more commonly associated with .999 fine bullion issues.
