Albania's commemorative program of the early 1990s emerged from one of the most abrupt political transitions in postwar Europe — the country had been among the last Stalinist holdouts, with private coin collecting effectively illegal under Hoxha's regime until 1990. The 1991-dated Barcelona Olympics issues were among the first Albanian coins produced explicitly for the international numismatic market, minted before the country had even stabilized its own currency system.
KM#68 is part of a paired silver issue alongside KM#67, both released ahead of the 1992 Games.
