Issued to mark the 100th anniversary of formal diplomatic ties between Romania and Japan, established in 1921. The relationship developed slowly through the interwar period, was severed during World War II when Romania aligned with the Axis while Japan's sphere of conflict remained distant enough to keep direct cooperation minimal, and was only fully normalized again in 1959 under very different political circumstances on both sides.
The National Bank of Romania has issued commemoratives under this format regularly since the early 2000s, with mintages typically in the low thousands.
