Stord Herad issued this note in 1940 as a direct consequence of the German invasion of Norway in April of that year, which severely disrupted normal banking operations and coin supply across the country. Dozens of Norwegian municipalities, savings banks, and cooperatives produced their own emergency scrip during this period — the so-called nødpenger — and Stord's issue is among the more locally produced examples, printed on the island itself rather than farmed out to a commercial printer.
The Skaare reference places it firmly within the documented Norwegian emergency currency corpus, though survivor numbers are modest given the improvised nature of the issue and its short intended lifespan.
