The k.k. Hauptmünzamt issues of 1860 occupy an awkward moment in Austrian fiscal history — the state treasury was still hemorrhaging from the 1859 war with Piedmont and France, and small-denomination paper was being pushed into circulation partly to conserve metal coinage that the public was actively hoarding. The Hauptmünzamt, better known as a coin-striking facility, took on these low-value Kassenanweisungen under emergency arrangements rather than through normal banking channels.
The watermark is the primary anti-counterfeiting measure, which proved inadequate — period forgeries of this denomination are documented, and genuine examples often show heavy handling wear consistent with intense day-to-day use among the laboring classes for whom 10 Kreuzer had real purchasing significance.
