Chinese grain ration coupons (liangpiao) were a cornerstone of the planned economy's distribution system, issued at every administrative level from national down to county and district. By 1990, the national ration system was already being dismantled in coastal cities — Shanghai's open-market grain reforms had been advancing since the mid-1980s — which makes a Qingpu district-level stamp this late an administrative outlier.
