The National Bank of Ukraine has continued its commemorative program throughout the conflict, partly as a deliberate assertion of cultural continuity — civilian minting infrastructure kept operational while the country remains under active attack.
Local gilding on the .925 silver flan is applied selectively at the Kyiv mint rather than outsourced, a distinction the NBU has maintained as a point of domestic production integrity.
