Weissenkirchen bei Frankenmarkt, a small municipality in Upper Austria, issued these locally under mayoral authority as a practical stopgap rather than any formal monetary initiative. Bürgermeister Joh. Lenzenweger's signature gave the notes their legal standing within the community.
