Reverse description The reverse is printed in pale grey-green and consists entirely of a fine lathe-work guilloche background across the full field, over which the coat of arms of Vorarlberg — a shield bearing vertical bars beneath a crowned arch — is centrally placed as a large vignette. Two oval denomination cartouches inscribed '10 HELLER' with 'VORARLBERGER LANDESKASSE' surround the shield at left and right, while the large numeral '10' flanked by 'Heller' inscriptions occupies the lower portion of the design.

Vorarlberg issued its own emergency money in 1919 largely because the collapse of the Austro-Hungarian Empire had severed normal currency supply chains entirely. The Vorarlberger Landeskasse — the provincial treasury, not a bank — stepped in as issuer, a function it was never designed to perform. These small-denomination Heller notes were printed locally in Bregenz to address a coin shortage so severe that basic commerce had stalled.

Vorarlberg was also, at this exact moment, actively petitioning to join Switzerland rather than remain part of the new Austrian republic. A March 1919 referendum returned over 80% in favor of union. The Swiss declined.
