Sankt Agatha bei Wels is a small Upper Austrian commune, and this 10 Heller note is one of the thousands of Notgeld issues that flooded Austria between 1920 and 1922 as small coin — badly needed for everyday transactions — essentially vanished from circulation. The imperial coinage had collapsed with the Habsburg state, and municipalities scrambled to fill the gap themselves. Gemeinde-level issuers like Sankt Agatha produced these in tiny print runs, often on whatever paper stock was locally available.

The Jaksch/Pick reference places this in the well-documented Austrian municipal series. Single-signatory issues bearing only a local official — here, Altenhofer — are typical of the smaller communes, where no bank countersignature was practical.
