The issuer title and denomination are repeated at the top in Fraktur script, followed by a full paragraph of legal text in German affirming the commune's guarantee of the obligation with all its movable and immovable assets and specifying the redemption period to 31 December 1920. Ober-Wölbling is a small market town in Lower Austria, and this note is a Notgeld issue — emergency small-change currency produced at the municipal level during the acute coin shortage that gripped Austria from around 1916 onward. The printer, Buchdruckerei Herzogenburg, was a local press in the nearby town of Herzogenburg, roughly four kilometres away. Three signatures appear on the note, almost certainly representing members of the Marktgemeinde's administrative council rather than banking officials.

The three-signature requirement was common in smaller Austrian Notgeld issues as a check against unauthorized emission.
