Melk's 1920 Heller notes belong to the vast Austrian Notgeld wave — locally printed emergency small change issued by municipalities after the collapse of the Habsburg monetary system left an acute shortage of circulating coin. Stadtgemeinde Melk an der Donau was one of hundreds of Austrian towns that took matters into their own hands, and production was typically handled by local printers with no particular banknote expertise.
The 10 Heller denomination was among the smallest and highest-volume issues, meaning survival rates are actually reasonable despite the flimsy paper stock most provincial printers used.
