Lichtenegg bei Wels is a small municipality in Upper Austria, and this 10 Heller note is a product of the Notgeld wave that swept Austria between roughly 1918 and 1922 — a period when chronic coin shortages, postwar economic dislocation, and the collapse of the Habsburg monetary system pushed even tiny rural communes to print their own emergency fractional currency. Municipal authorities had no formal printing infrastructure, so these issues were typically produced by local printers on whatever stock was available, which accounts for the wide variation in paper quality and register precision across Austrian communal Notgeld.
