Kremsmünster's 10 Heller notgeld belongs to the wave of municipal emergency currency that flooded Upper Austria between 1919 and 1921, when coin shortages made even the smallest transactions difficult. The Marktgemeinde — a market town rather than a city, with limited administrative resources — issued these alongside other denominations to keep local commerce functional at a moment when the new Austrian state was still stabilizing its monetary system after the collapse of the Habsburg economy.
Jaksch/Pick JPR0476Ia designates this as part of a documented Kremsmünster series, which helps establish legitimacy, but many comparable Upper Austrian municipal issues were printed in very small runs and casually discarded once the shortage passed.
