Zur Behebung der herrschenden Hartgeldnot gibt die Gemeinde Pennewang auf Grund des Gemeindeausschuß-Beschlusses vom 23. Mai 1920 Gutscheine bis zu einem Gesamtbetrage von 100.000 Kronen aus. :: Diese Gutscheine werden in der Zeit vom 1. bis 31. Dezember bei der Gemeindekasse in gesetzl. Bargelbe eingelöst.

Pennewang is a village of a few hundred souls in the Wels-Land district, and its decision to issue notgeld in 1920 reflects how thoroughly the collapse of the Habsburg monetary system had atomized financial authority down to the parish level. By that year, the Austrian State had already issued its own emergency currency, but small-denomination coin shortages persisted long enough that individual municipalities — many of them tiny — continued printing their own stopgap paper.

The Jaksc suffix "c" indicates this is the third variant within the 10 Heller denomination, suggesting the commune ran through earlier printings before this one. Josef Humer signed as Bürgermeister, giving the note its only legal standing.
