Guinea's 1959 coinage was among the first acts of the newly independent republic after Sékou Touré's government voted "Non" in the 1958 French constitutional referendum — the only French African territory to reject de Gaulle's proposed community outright. France responded by withdrawing all administrative and financial support within two months, pulling personnel, equipment, and even tearing out telephone lines. The Institut d'Émission was established in direct consequence, replacing the franc of the French West African monetary union with a wholly sovereign currency almost immediately upon independence.
