The Banque de l'Indo-Chine resumed issuing this denomination after the interruption of the Japanese occupation, which had effectively displaced French colonial currency authority across the region from 1941. The Banque de France produced the plates, with engraving split between Régnier on the obverse and Chapon on the reverse — a division of labor common in French security printing of the period but rarely documented this explicitly in catalog records.
Robert Poughéon was a Prix de Rome laureate and established figure in French decorative arts, an unusual pedigree for a colonial banknote designer. His involvement reflects the prestige the Banque de l'Indo-Chine still attached to its currency even as French authority in the region was already politically precarious in 1946.
