The Caisse Hypothécaire du Canton de Fribourg was a cantonal mortgage bank, not a commercial institution — its authority to issue circulating notes was always legally awkward under Swiss federal arrangements, and this series reflects that tension. Switzerland's 1881 Bank Note Law placed strict constraints on cantonal issuers, and the Caisse's note-issuing function was wound down as federal consolidation tightened through the 1880s, which accounts for the long nominal span of the series against what was likely a short active circulation window.

The 265 × 105 mm format is unusually elongated even for Swiss cantonal issues of the period.
