Municipal emergency scrip from the immediate postwar collapse of the Austro-Hungarian monetary system. Osijek — then still rendered in Croatian as "Osijek" but administratively transitioning from the Hungarian "Eszék" — issued these tiny fractional notes because coinage had effectively vanished from circulation, hoarded or melted down amid the chaos of 1918–19. The filir denomination itself was already becoming obsolete; the new Kingdom of Serbs, Croats and Slovenes was moving toward its own currency, making this issue a stopgap printed against a monetary order that no longer functionally existed.

The "first issue" designation implies at least one subsequent emission, suggesting the shortage persisted longer than authorities initially anticipated.
