Issued on the 25th anniversary of the Spanish Constitution of 1978, which was ratified by referendum on December 6th of that year — the first democratic constitution Spain had adopted since the Second Republic's 1931 document was suspended under Franco. The 1978 constitution passed with roughly 88% of the vote, though turnout was notably lower in the Basque Country, where political tensions with the new framework ran deep.
