The phrase — Spanish slang with narco-political overtones, roughly "silver or lead," the ultimatum attributed to Pablo Escobar — marks this as a novelty or fantasy piece produced outside any central bank authority. The Euro did not enter circulation until January 2002; a 2001-dated Euro note of any kind warrants immediate scrutiny, and this one does not survive it.
No legitimate specimen Euro from this period carries Spanish-language branding of this type.
