The ECU — European Currency Unit — was never legal tender in any conventional sense; it existed as a basket currency used for accounting within the European Monetary System from 1979 onward. Private and semi-official ECU issues proliferated in the early 1990s as eurozone enthusiasm peaked before the Maastricht Treaty's ratification complications cooled the mood. Tower Mint produced several of these pieces for the collectibles market, trading on ECU branding without any issuing state authority behind them.
