Palau has operated a prolific commemorative program since the late 1990s, licensing its minting authority to European producers — primarily the Austrian Mint and various private minting houses — to generate foreign currency revenue. The country itself has no independent monetary policy, operating entirely on the US dollar for domestic transactions. These collector issues never circulate on the islands.

KM#806 is part of a broader totem pole series targeting the collector market, produced well outside Palau's geography and with no connection to Pacific Islander cultural traditions — totem poles being a Northwest Coast Indigenous American art form.
