Somalia's 1999 wildlife series was struck under license arrangements common to the period, where the issuing nation had virtually no involvement in production — these coins were designed, minted, and marketed entirely by European distributors targeting collector markets. The nominal Somali authority behind the issue was, by 1999, the Transitional National Government, a body that controlled little territory and issued coinage largely as a revenue stream rather than a function of monetary policy.
