Liberia's prolific commemorative coinage program of the late 1990s and early 2000s was largely driven by overseas licensing arrangements, with designs conceived and marketed primarily by European and American dealers rather than the Liberian government itself. This coin, ostensibly honoring the 1819 campaigns of Simón Bolívar, has no meaningful connection to Liberia — the country issued hundreds of such pieces across these years simply because its mint authority could be licensed cheaply.

Bolívar's 1819 campaign culminated in the Battle of Boyacá on August 7th, which effectively secured Colombian independence from Spain in a single afternoon's fighting.
