Liberia's late-1990s and early-2000s collector series were produced almost entirely for the international novelty coin market, not for domestic circulation. The country was deep in the Second Liberian Civil War by 2000, and monetary infrastructure had largely collapsed — these pieces were licensed to foreign minting operations and sold by mail-order dealers, never meaningfully entering Liberian commerce.
