The Federal Reserve Act was signed in December 1913, and these notes hit circulation the following year — the first Federal Reserve Notes ever issued. The initial printings carried red seals; the blue seal variety followed shortly after, reflecting a shift in seal ink specification whose exact rationale the BEP never formally documented in public records. With twelve issuing districts, three successive Secretary of the Treasury pairings for most banks, and the Richmond, St. Louis, Minneapolis, Dallas, and San Francisco districts picking up the White & Mellon combination, the series generates a genuinely large matrix of collectible combinations.
Star replacement notes are confirmed for St. Louis (Burke & McAdoo) and Minneapolis (Burke & Houston) but remain unverified or unconfirmed for most other district-signature pairings, making documented star notes from this series among the more seriously pursued large-size rarities.
