The Federal Reserve Act was signed in December 1913, and these notes hit circulation the following year — the first Federal Reserve Notes ever issued. The initial printings carried red seals; the blue seal variety followed shortly after, reflecting a shift in seal ink specification whose exact rationale the BEP never formally documented in public records.
