Liberia's early 2000s commemorative program produced an enormous volume of gold-plated base-metal issues targeting the collector novelty market rather than circulation, and this Kennedy piece is squarely in that category. The country was under the government of Charles Taylor at the time of issue — a regime internationally isolated and financially desperate enough that foreign-licensed commemorative coinage had become a notable revenue stream.
