Liberia ran an extensive series of commemorative issues in the late 1990s and early 2000s targeting the European collector market, capitalizing on the euro changeover that retired twelve national currencies simultaneously on January 1, 2002. These pieces were struck for export and never intended for circulation — Liberia's own monetary affairs are conducted in Liberian dollars, making the denomination here largely nominal.

The Italian lira, which this coin mourns, had survived since 1861 unification. Its final official rate was fixed at 1,936.27 lire to the euro.
