Liberia's commemorative coinage of the late 1990s and early 2000s was largely driven by export sales rather than domestic circulation — these pieces were struck for the collector market and rarely, if ever, changed hands in Monrovia. The Gandhi issue sits in that category: a foreign subject chosen for international commercial appeal during a period when Liberia's own monetary system was severely strained by civil conflict.
