Liberia's early 2000s commemorative program was one of the most prolific — and commercially cynical — in modern numismatics. Struck not for domestic circulation but almost entirely for export to collector markets in Europe and North America, these issues were produced in bulk by foreign mints under license, with Liberia lending its name and legal tender status to themes that had no particular connection to the country.
