Niue has functioned as a prolific licensing vehicle for the Perth Mint and other producers since the 1990s, issuing commemorative silver under its authority while having virtually no independent monetary system of its own. The arrangement is legally sound — Niue is a self-governing state in free association with New Zealand — but the coins are produced entirely for the collector market and never circulate on the island.

Without the specific commemorative subject for KM#3947, little more can be responsibly said. The 5-ounce format at this diameter was a common production configuration for high-relief collector pieces of this period.
