Cook Islands has been one of the most prolific issuers of numismatic novelty silver since the 1990s, operating under a licensing arrangement that allows foreign mints — primarily the Perth Mint and various European houses — to produce legal tender coins on its behalf. This piece is part of a long-running "Famous Monuments" style program with no particular historical urgency behind its creation beyond the collector market it was designed for.
The Leaning Tower's tilt, roughly 3.97 degrees as of recent measurements after stabilization work completed in 2001, is the result of soft subsoil on one side — a construction defect noticed before the third floor was even finished in the 12th century.
