Liberia's ECU-themed issues of the early 2000s were pure souvenir product — struck for the collector market with no meaningful connection to either Liberian monetary history or the European Currency Unit, which had itself ceased to exist in 1999 when the euro replaced it. The ECU denomination had never been legal tender in any conventional sense even in Europe; it functioned primarily as a unit of account within the European Monetary System from 1979 onward.

That a Liberian "10 Dollars" coin carries the ECU branding three years after the unit's abolition tells you everything about the intended audience: Franklin Mint-style distributors selling themed sets to European collectors unfamiliar with — or unbothered by — the anachronism.
