Lady Bird Johnson is the only First Lady in this series whose defining public achievement was legislative rather than ceremonial — she was the driving force behind the Highway Beautification Act of 1965, which restricted billboard proliferation and mandated landscaping along federal highways. The Johnson administration pushed it through Congress over significant industry opposition, and LBJ reportedly called it "Lady Bird's bill" without irony.
